If you are looking for an app to check your writing, I recommend you to try Grammarly. It can be installed to Word & web browser. It has many writing styles such as academic or business style. It checks your contextual spelling, grammar, punctuation, sentence structure, vocabulary and plagiarism. I paid about ~ USD$200 for 1 year and rated 4/5 stars. Of course, it can't replace a good writer :)

Paraphrasing is a technique to use some ones story, ideas into your own words. Credit should be given to the original writer in paraphrasing. In this, the rewritten content is usually shorter than the original one but it can larger. It depends on the writer how he copied it. Writing of the central part or theme of the paper and slightly condensing the other part of the article is the main reason behind the paraphrased content.
There is one other sense of paraphrasing which is an interpretation of someone else work, valuable knowledge and ideas into your own words in a new and creative way. It is the legal way of using other things with own name (only if proper documentation has been done). Paraphrasing contains the more detail about the topic than summary which has only the basics of the issue. If you are looking for the best paraphrasing tool then let's try this rephrase tool by seo magnifier.
Be very careful about using many (if not most) of the sites others here are recommending. The use of spinbot sites is considered to be plagiarism by many at my institution and can be easily identified. My two recent spinbot favorites, submitted by undergrads, are "The Great Melancholy" (for the Great Depression) and "featured creature's ocular view" (for bird's eye view). As others have said, do the work manually; in the end, it will take less effort than using a paraphrasing site and then having to carefully rewrite any wrecked passages, especially when you're not familiar with the language.
EDIT: I decided to take my first sentence in this response ("Be very careful about using...") and ran it through QuillBot. This is what I got:
Be very careful to use a lot (if not most) of the sites recommended by others here.
Note that the fundamental meaning of the sentence has been changed by QuillBot. My first sentence was cautionary, warning the reader to reconsider using such sites. QuillBot changed it into a recommendation that readers use such sites!
The ability to express ideas and thoughts in a language understood by others is vital, particularly in writing research articles.
